Unified Customer Satisfaction – One Way to Listen and Learn

Building a consistent way to listen, measure and learn from customers across an entire organisation.

Overview

A Finnish government agency that develops shared digital and operational tools for regional public services wanted to unify how customer satisfaction was measured, analysed and acted upon across the organisations it serves. I worked as a Service Designer, leading the co-creation process that shaped a consistent framework for collecting, understanding and using customer feedback at scale.

Challenge

Each organisation had its own way of gathering customer feedback, with different surveys, metrics and timing. This fragmentation made it impossible to compare results or learn systematically from customers' experiences.

The goal was to create a nationally unified model that would:

  • Provide comparable and reliable data.

  • Support continuous improvement.

  • Build a shared culture around customer experience across public services.

In other words: transforming feedback from isolated data points into a strategic tool for learning and improvement.

Approach

Research & Mapping – Reviewed existing feedback practices and ran an internal survey to understand differences in methods and pain points.

Co-creation Workshops – Facilitated sessions with several departments to identify common needs and agree on shared principles for measurement and follow-up.

Framework Design – Created a service blueprint outlining feedback channels, roles and reporting structures.

Validation & Refinement – Tested the model with pilot teams and refined it based on their feedback before the organisation-wide rollout.

Outcome

  • A unified customer satisfaction model that standardises how feedback is collected and analysed.

  • More transparency, helping management make data-driven decisions and follow service quality consistently.

  • A stronger customer-centric culture, with employees more engaged in understanding and improving user experiences.

Impact & Reflection

This project showed how service design can create lasting organisational change when people are given the tools and clarity to learn from their users. By turning feedback into a living system, an organisation can move from measuring satisfaction to genuinely building trust and improvement through data.
